Title: Agency and Choice

Abstract: In the theory of action, human agency is often characterised in terms of intentionality. Accordingly, there is agency when, and only when, something is done intentionally. And something is thought to be done intentionally when it is done for a reason. In this paper I propose an alternative way of characterising human agency in terms of two-way powers. I outline this conception of agency, defend it against objections and briefly indicate how it relates to free agency and to moral responsibility.
