The Institute for Ethics in AI will bring together world-leading philosophers and other experts in the humanities with the technical developers and users of AI in academia, business and government. The ethics and governance of AI is an exceptionally vibrant area of research at Oxford and the Institute is an opportunity to take a bold leap forward from this platform.
Every day brings more examples of the ethical challenges posed by AI; from face recognition to voter profiling, brain machine interfaces to weaponised drones, and the ongoing discourse about how AI will impact employment on a global scale. This is urgent and important work that we intend to promote internationally as well as embedding in our own research and teaching here at Oxford.

Rob Reich is professor of political science and, by courtesy, professor of philosophy and at the Graduate School of Education, at Stanford University. He is the director of the Center for Ethics in Society and co-director of the Center on Philanthropy and Civil Society (publisher of the Stanford Social Innovation Review), and associate director of the Institute for Human-Centered Artificial Intelligence. His scholarship in political theory engages with the work of social scientists and engineers. His next book is Digital Technology and Democratic Theory (edited with Helene Landemore and Lucy Bernholz, University of Chicago Press). He is the author of Just Giving: Why Philanthropy is Failing Democracy and How It Can Do Better (Princeton University Press, 2018) and Philanthropy in Democratic Societies: History, Institutions, Values (edited with Chiara Cordelli and Lucy Bernholz, University of Chicago Press, 2016). He is also the author of several books on education: Bridging Liberalism and Multiculturalism in American Education (University of Chicago Press, 2002) and Education, Justice, and Democracy (edited with Danielle Allen, University of Chicago Press, 2013).
Mehran Sahami is the James and Ellenor Chesebrough Professor in the School of Engineering, and Professor (Teaching) and Associate Chair for Education in the Computer Science department at Stanford University. He is also the Robert and Ruth Halperin University Fellow in Undergraduate Education. Prior to joining the Stanford faculty, he was a Senior Research Scientist at Google. His research interests include computer science education, artificial intelligence, and ethics. He served as co-chair of the ACM/IEEE-CS joint task force on Computer Science Curricula 2013, which created curricular guidelines for college programs in Computer Science at an international level. He has also served as chair of the ACM Education Board, an elected member of the ACM Council, and was appointed by California Governor Jerry Brown to the state's Computer Science Strategic Implementation Plan Advisory Panel.
Jeremy Weinstein is Professor of Political Science, Fisher Family Director of Stanford Global Studies, and Senior Fellow at the Freeman Spogli Institute for International Studies and the Stanford Institute for Economic Policy Research at Stanford University. He also is faculty co-director of the Immigration Policy Lab and the Data for Development Initiative. In addition, he is a non-resident fellow at the Center for Global Development in Washington, D.C.
His research focuses on civil wars and political violence; ethnic politics; the political economy of development; democracy and accountability; and migration. He is the author of Inside Rebellion: The Politics of Insurgent Violence (Cambridge University Press), which received the William Riker Prize for the best book on political economy. He is also the co-author of Coethnicity: Diversity and the Dilemmas of Collective Action (Russell Sage Foundation), which received the Gregory Luebbert Award for the best book in comparative politics. He has published articles in the American Political Science Review, American Journal of Political Science, Annual Review of Political Science, Journal of Conflict Resolution, Foreign Affairs, Foreign Policy, Journal of Democracy, Proceedings of the National Academy of Sciences, Science, World Policy Journal, and the SAIS Review.
Hélène Landemore is Professor of Political Science (with a specialization in political theory). Her research and teaching interests include democratic theory, political epistemology, theories of justice, the philosophy of social sciences (particularly economics), constitutional processes and theories, and workplace democracy. Hélène is the author of Hume (Presses Universitaires de France: 2004), a historical and philosophical investigation of David Hume’s theory of decision-making; Democratic Reason (Princeton University Press: 2013, Spitz prize 2015), an epistemic defense of democracy; Open Democracy (Princeton University Press 2020), a vision for a new kind, more open form of democracy based on non-electoral forms of representation, including representation based on random selection; and Debating Democracy (Oxford University Press 2021), with Jason Brennan, where she argues against her co-author that we need more rather than less democracy.
Vincent Conitzer, Head of Technical AI Engagement at the Institute for Ethics in AI, and Professor of Computer Science and Philosophy, at the University of Oxford. Vincent Conitzer is the Kimberly J. Jenkins Distinguished University Professor of New Technologies and Professor of Computer Science, Professor of Economics, and Professor of Philosophy at Duke University. He received Ph.D. (2006) and M.S. (2003) degrees in Computer Science from Carnegie Mellon University, and an A.B. (2001) degree in Applied Mathematics from Harvard University. Conitzer works on artificial intelligence (AI). Much of his work has focused on AI and game theory, for example designing algorithms for the optimal strategic placement of defensive resources. More recently, he has started to work on AI and ethics: how should we determine the objectives that AI systems pursue, when these objectives have complex effects on various stakeholders?
Conitzer has received the 2021 ACM/SIGAI Autonomous Agents Research Award, the Social Choice and Welfare Prize, a Presidential Early Career Award for Scientists and Engineers (PECASE), the IJCAI Computers and Thought Award, an NSF CAREER award, the inaugural Victor Lesser dissertation award, an honorable mention for the ACM dissertation award, and several awards for papers and service at the AAAI and AAMAS conferences. He has also been named a Guggenheim Fellow, a Sloan Fellow, a Kavli Fellow, a Bass Fellow, an ACM Fellow, a AAAI Fellow, and one of AI's Ten to Watch. He has served as program and/or general chair of the AAAI, AAMAS, AIES, COMSOC, and EC conferences. Conitzer and Preston McAfee were the founding Editors-in-Chief of the ACM Transactions on Economics and Computation (TEAC).
Bryce Goodman is a DPhil student interested in the ethics and governance of artificial intelligence, disinformation, deep ecology and Buddhist philosophy. He completed an AA in comparative literature from Deep Springs College, a BA (first class) in politics, philosophy and economics at New College, Oxford and an MSc (first class) in philosophy and data science at St Cross College, Oxford, where he was also a Clarendon Scholar. His undergraduate thesis on genetic privacy and biomedical big data was supervised by Profs. Julian Savulescu and Roger Crisp, and his graduate thesis on algorithmic discrimination and explainability was supervised by Prof Luciano Floridi. Outside of his studies, he serves as Chief Strategist for Artificial Intelligence and Machine Learning at the US Department of Defense’s Innovation Unit, ethics rapporteur at the European Research Council and advisor to the US National Security Commission on Artificial Intelligence.
Ruth Chang is Chair and Professor of Jurisprudence at the University of Oxford. She has a DPhil in Philosophy from Oxford and a JD from Harvard. Her research focuses on questions concerning the structure of normativity, how to understand conflicts between values, what it is to be a rational agent, and the nature of hard choices and what to do in the face of them. She has also given lectures or been a consultant at organizations such as Google, the World Bank, CIA, US Navy, Big Pharma, TellTale Games and many financial institutions. Her TED talk about decision-making has over 8 million views. She has written guest essays for popular publications (The New York Times and The New Statesman) and has been interviewed about her work by newspapers, magazines, and radio and television programs from around the world. She is a member of the American Academy of Arts and Sciences.
John Tasioulas, the inaugural Director for the Institute for Ethics and AI, and Professor of Ethics and Legal Philosophy, Faculty of Philosophy, University of Oxford. He was previously the inaugural Chair of Politics, Philosophy & Law and Director of the Yeoh Tiong Lay Centre for Politics, Philosophy & Law at The Dickson Poon School of Law, Kings College London. Professor Tasioulas has degrees in Law and Philosophy from the University of Melbourne, and a D.Phil in Philosophy from the University of Oxford, where he studied as a Rhodes Scholar. He was previously a Lecturer in Jurisprudence at the University of Glasgow, Reader in Moral and Legal Philosophy at the University of Oxford, where he taught from 1998-2010, and Quain Professor of Jurisprudence at University College London. He has also acted as a consultant on human rights for the World Bank and is a member of the International Advisory Board of the European Parliament's Panel for the Future of Science and Technology (STOA). He has published widely in moral, legal, and political philosophy.
